Is it always required to submit income tax documentation in Germany, or does it apply only if you have write.off?

It is not required to submit a tax declaration if
- you are single
- you only have employment income from one source
However, even then in many cases you can get a reimbursement if you declare nevertheless.
As a non-native speaker, you should engage a tax consultant to prepare the declaration for you!
