Calls from Malaysia and Indonesia

Hi!

I´m new in Singapore and I just got a celphone. I have a few questions about telephony in the country. My understanding is that there are a lot of calls going on between Malaysia / Indonesia and Singapore, how do I recognize these calls?
Is it the 02 prefix before the 11 phone number that is a Malaysian one?
